Yes, this is Sesshomaru, Inu-Yasha's half-brother. And it's a great 1/6 representation of him.

And I was hoping for an articulated dog, even if possessed (rabied?) Oh well... I've had the Cartoon Network on late enough to vaguely remember Inuyasha, so I guess this makes sense for his brother.

Must-have for Inuyasha fans? I'm not one, but I know the anime and I think it looks like a pretty good approximation.

I would say yes. The most iconic and important characters on this anime are Inuyasha himself, Sesshomaru ( his biggest rival) and maybe Kagome. The other characters are secondary to the main story.
