This is such a beautiful release! One of those I want to have just because it's pretty.
Alas, my budget won't allow for such things. 

Nice of them to offer the package without the heads and overly specific weapons, though selling the two heads would probably more than compensate the price difference. But that would be hassle. 

The boots look like hard plastic though. I hate it when the boots don't allow for articulation in the ankle, though these may be wide enough to allow for SOME so it might work.

So you like it as is or do you just want the figure to swap out the head? It is striking enough as a figure, and looks to be beautifully done, although I can't say his features do anything for me (then again, they're not meant to). You could always swap to similar but soft boots to get ankle articulation, I suppose. Some types of one-piece plastic boot one could slice to make two-part, but these don't seem to lend themselves to such a modification.

Both.
I like the aesthetic as is, but I generally prefer realism so I'd be tempted to swap out the head. I don't have many male heads though and most need painting.

I'd be inclined to keep the boots if they are wide enough to allow for a decent solid stance, because they look great.

It's all mostly theoretical though because I'm already passing on mini Gandalf, so I sure don't have the budget for this guy and he is not a holy grail. Just a nice-to-have. Though I am tempted to PO with deposit and gamble on the resale price if my budget requires a sale at time of release... I made the same gamble on L and Light though and it's not good for my nerves.
