I agree. Although I also appreciate multiple heads and expressions, even if the level of detail is probably not quite as high as HT. But all in all looks like a viable set.

Ooh! Looks good! Maybe a little heavy on the make up, but that might soften up in production. I approve!

This figure just screams "unlimited power" lol

Looks to be a very versatile Palpatine figure with the extra heads.
