For those who are wondering "what on Earth?," I looked it up. He is one of the Four Heavenly Kings (Sì Dàtiānwáng), four Buddhist deities (devas), each associated with one of the four cardinal directions and with specific natural phenomena. This particular one is Virūḍhaka, in Chinese Zēngzhǎng Tiānwáng, associated with the south and responsible for the growth of roots, the winds, and compassion, and is one of 20 or 24 gods that protect the cosmic order (dharma), hence the martial aspect with the armor and weapons.
Looks like an elaborate and impressive set, and a fairly reasonable compromise between something relatively realistic and the traditional cultural depiction of the subject.
