The idea is cool for the DragonBall Z fans, green arms would have been better since his most iconic outfit is sleeveless (at least they could have done the wrist pegs in green, as is it won't look nice...)

@Shazz where do you see a neck extender? I noticed the ankle ones rightaway but can't spot the neck one you mention...

Are these ankle extenders per se or just the HT treatment of ankles -- relatively large exposed ankle peg stem enveloped in black foam?

It's not a neck extender, it's just the thing that goes inside of the head cavity to hold the neck peg. Perhaps they are showing it on the body to show that it is green instead of the usual flesh tone.
