Wow! Been awhile since I last heard of this guy! I think the video game Stranglehold might have been the last thing I saw with Chow in it. The likeness seems pretty darn close actually.
Never heard of Smart Toys though...
But if they're using his real name as well as the movie's name, it looks like this might actually be a licensed figure.
