No, this is Zoom, the evil version of The Flash. I think this is based on The Flash movie

I remember seeing him on the tv series. I generally hate plots that are based around an evil version of the main hero, but he had some good moments. He turned good at some point, but I don't know whether he stayed that way. You never know with these guys...
