OMG, has Tom Cruise finally started to age!?
If this was supposed to be based on the original movie, the likeness is way off.
For the recent sequel, perhaps not quite as off, but I still think it's not quite right.
The overall figure is fine, but I wonder how the combination of normal hand sculpts and seamless wrist "forearm hands" would work in practice.

It might be based on something different (than Top Gun). Didn't he fly an F-14 in the movie?

Well it does say "Maverick" right on the helmet, and I think they graduated to F/A-18 in the sequel.
