Sorry to hear about your bad experience. SpeedPAK usually worked decently enough in pre-Pandemic times, maybe less so now. In this instance it sounds like the seller's fault. While there is little you can do about sellers (or this one at this point), you can protect yourself a little bit more by using PayPal. Unlike eBay, their transaction protection is (if I recall) for 6 months, and you might have been able to get your refund if you had paid through them and didn't receive your item.
