Hey I'm just getting into customs, I'm still exploring the possibilities with the clothes, head sculpts, etc. I recently bought a TBL body 2nd hand and it came with two suntan head sculpts, Marilyn and Scarlett. The thing is that the hair of Scarlett is a mess and not sure what to do to fix/hide those marks in her forehead. Not sure if I can do something with the head or if it needs to be hide with a bandana or something.

By the way, I was thinking in some characters with darker skin tones (Velazquez from Aliens and Resident Evil's Sheva Alomar) but I can't find anything other than pale and suntan bodies.

Any advice for fixing this head, for darker skin tones and overall to start working on customs?

Well, these seem to be several different issues, and I can't promise it will be successful or easy, but here are some possibly useful threads, in the Tutorials section of the forum. Here you have a stain on hard plastic, so I think repeated treatment with acne cream containing Benzoil Peroxide is likely to be the way to go. You might have to do it a couple of dozen times, waiting a day or two between applications.

The only bodies that I know of that offer different shades are the Jiaou range. IMO, they are not as good as tbl, but it may be a solution to your problem?
