Did anybody get this? If anyone did, are the sandals with feet (as the picture suggest)? And what is the skincolor?

I think I have seen PhotogsBlogs Kimiko in a similar dress/kimono.

Made for figures with detachable feet, yes.
Acplay usually list which body is used in their marketing, and I have seen that exact head used for other Acplay product which were shown with the S10d or S07c.
